"today in the bay's" arturo santiago is live in san jose with what the city is planning to do about it and when they're planning to do it. arturo, good morning. >> reporter: the situation out here has not improved in the last few weeks. the population of the tent city in fact has swelled to more than 100 people and the city of san jose now has plans to move the encampment out the first week in march. now the site is located along spring street between taylor and heading streets. it's in a large grassy field near the guadalupe river park. the tents are spread out and clustered around trees on the land. the tent city started to grow back in january after state lands along the guadalupe river were cleaned up by caltrans and that displaced the homeless camping in those areas. mayor chuck reed says the people are trespassing here and there are no sanitary facilities and city cannot have people living i

a group of tourists from tijuana returning from big bear lake. >>> some california cities are battling the state over medical marijuana and for the first time the state supreme court is getting involved. the court will hear arguments today on whether local governments can ban medical marijuana pot clubs even though it's legal at the state level. "today in the bay's" christie smith joins us live at the court building in san francisco this morning. a lot of people paying attention to this. >> reporter: that's right. medical marijuana advocates up and down the state will be watching this one really closely. already about 200 cities and counties in california have a ban in place on pot dispensaries. for the first time the state supreme court is going to step in to decide whether cities can legally have the right to restrict these dispensaries. nearly three dozen bay area cities have bans or limitations in place. some arguing that cities really need to be able to control when and where these businesses operate. the impacts aren't always positive. dispensaries like amsterdam garden in san jo

homeless encampment in san jose is getting bigger and now the city gearing up to clear everyone out. the city says at least 100 people are now living in the makeshift tent city on spring street. money to keep the raiders in oakland. city officials say the league is concerned about fan support as we give you a live look over o-dot-co. the 49ers were able to charge more for premium seating in the new stadium but league oh ficials don't believe oakland could do the same. as it is, the raiders are having trouble selling out home games and are sometimes blacked out on tv as a result. the league will not give the raiders money for a new stadium but the team has the right to apply for a league loan of up to $200 million. >> the bay area may be in the running to host the 2024 summer olympic games. the u.s. olympic committee sent letters to mayors of 35 cities including san francisco, san jose and sacrament to gauge interest in potential bids. los angeles, dallas and tulsa, oklahoma, among the cities that expressed interest. the u.s. hasn't hosted a summer games since atlanta in 1996. salt lake city was the last to stage the winter games in 2002. >> that would be a spectacle here in the bay area. >> got some stadiums we could use. >> it would be very good. atlanta was fun. maybe it will

riddell live with what they will be doing. good morning. >> joint effort between redwood city school district and the police department to try to make campuses on the peninsula safer and better prepared in case an active shooter were to attack. police are now encouraging patrol officers to become familiar with the local elementary school in their words to adopt the school asking officers to visit schools in the patrol zone on a daily basis, to become familiar with teachers and students and the layout of the campus. they are asking them to review security procedures to make sure campus is best prepared at keeping a gunman from entering school grounds. it is the only school with a full-time officer. the middle schools have part-timers. educators would be trained on how to handle an active situation. training sessions scheduled for next month and april. the schools are formulating a more comprehensive emergency response plan that would include police, fire, hospitals and other first responder. in august or september police and the district will conduct a full scale drill on one of the c

. as you expect at 5:07, light flow of traffic out of the north bay into the city. the cones have been moved to the northbound direction. you're ready for the morning commute but they're just waiting for it. slowing on the maps southbound 280 around the bend where the arrow is crossing over 101. we do see unusually slow traffic flow. no incidents reported for chp but i'll track that. it should clear up over the next few. slower moving vehicles. here northbound 280 the crash there has been removed from lanes. better news that's why you have the thumbs up. there's slowing through the area which had a flashing lights and we'll track that. so far no problems through the peninsula. we'll give you a live look outside to see how the traffic flow goes across the bay. there it is westbound taillights. no problems for either direction of the san mateo bridge. oakland moves slowly for the nimitz. back to you. >> all right. thanks so much. spring training finally here. the giants pitchers and catchers expected to report today. we'll take you live to arizona for a preview next. >>> a crackling elec

scene at a shopping center in union city. it began in fremont yesterday afternoon where police went after a stolen mercedes-benz. the chase ended at union city's union landing shopping center when the suspects hit a tree. the mercedes smashed into a white nissan where a woman was sitting inside. she was taken to the hospital. the stolen car kept going slamming into five other parked cars. the owner of one of the damaged vehicles had no idea his car was involved in all this. >> the person that committed this crime by hijacking the gentleman's mercedes, caused this mess while we were just enjoying our sunday. >> fremont police later found and arrested two teenagers, a man and woman, both 18 years old. >>> following last week's sit in, five city college of san francisco students will get their meeting with the chancellor sometime today. a few dozen students occupied a campus building thursday into friday demanding an audience with the school's chancellor. the school made massive cuts in an effort to keep accreditation. students say they would like a say in those cuts and they will be s

a big city like manhattan, right? >> of course. it's a shock wave, basically. the physics of it is it hits the earth's atmosphere and feels like a brick wall to it. because of how fast it is moving. and when you hit a brick wall you basically explode. that's what happened here. exploded in midair. that shock wave shatters glass or anything sort of fragile and breakable over a huge radius. remember the oklahoma city bomb that destroyed the building it hit, but of course much glass was broken in the surrounding area. that's the effect of a shock wave air blast of an explosion of this kind. >> this seems to have come without warning. is this the sort of thing that scientists aren't able to detect in the atmosphere? >> yeah. below a certain size asteroid, they come in without warning. exactly. above a certain size, a radar can detect them. the military certainly has a smaller threshold for what they can see coming in. by the time you see them coming in, there's no defense against them. something this size is not going to render the human species exstint. something large enough

the city. very disappointed. one of the hot spots in the past has been the mission district. especially after the giants won the world series. this business across the street sketchers was hit hard. windows were covered in graffiti. same story with the business across the street. this time much calmer. san francisco police are telling us that 25 people were arrested. mostly for public intoxication. one person was arrested after they tried to light something on fire over near 16th and mission. near 24th street a few people threw bottles at police officers. that was contained quickly and fortunately there no one was hurt. part of mission and also 24th streets were closed down to eliminate cruising after and during the game. some fans thought it was heavy handed but most spilling out of bars after that loss to the ravens, they understood. >> it's all right. as long as there's no trouble and they're here to keep everything safe, it's okay. >> reporter: now early this morning street sweepers and power washers cleaned up the streets and sidewalks in the mission district. 25 people arrested nu
